Please don't. The concrete will delaminate from the brittle plastic regardless even if you seal it or add binders.

In the sun, anything that is not 3 1/2” over the plastic top will crack off and turn to dust eventually, especially if vehicular traffic is introduced. Interior polish is an interesting concept and MUST be finished FLAT, any dip below the plastic would be awful. I would need to inspect a job that has been around 5 years, 10 years, 20 years.
